Thank you! YouTube can be a fickle animal but technically we should be able to use bodycam videos, interview, etc. from police without violating copyright laws--we should be able to make the videos transformative by adding our input, our opinions, changing it in some way.
I've seen channels able to just publish straight bodycam videos with no problem and remain in the YouTube Partner Program, while others don't.
You can have a separate channel with a different email address, but I don't know if it would be linked to your current channel. YouTube lets us have like 50 channels under one email, so either way would work but read up on the Google Adsense requirements, because that's how we get paid from YouTube, via our Adsense accounts.
